Every state has rules about what poll observers can do at the polls and how votes can be challenged. Here are the rules for your state:
Texas “Watcher" means a person appointed to observe the conduct of an election on behalf of a candidate, a political party, or the proponents or opponents of a measure. Each appointing authority may appoint no more than two watchers for each precinct polling place. To be eligible to serve as a watcher, a person must be a qualified voter. (Tex. Elections Code Ann. § 33.001; 33.007).
